Initialize WinIO & Uninitializ WinIO 

   InitializeWinIo()
   ShutdownWinIo()

Set DI/DO 

   DO: DIO_Write(BYTE dwDataVal)
       {
           SetPortVal(INTEL_DO, dwDataVal, 1);
       }
   DI: DIO_Read()
       {
           DWORD dwPortVal;
           GetPortVal(INTEL_DI, &dwPortVal,1 );
